The forum has asked the administration to stop culling and instead vaccinate all dogs, domesticated and stray.

An estimate in 2006 showed that Bali had 18,582 unwanted pregnancies annually. The data was compiled by the Bali office of the National Family Planning Board (BKKBN) based on married women not using contraception and the number contraception failures in the province.

Mangku said it was no wonder that Indonesia had the highest mother mortality rate in Asia, because only the haves could afford to have an abortion.

The pro-life policy being adopted by Indonesia refuses to provide access to safe abortions, with the belief that fetuses already have the think.

"The fact is, abortion has existed for a long time to manage fertility," Mangku said.

"Jamu to discharge the fetus, young pineapple, bamboo piercing and other abortion tools are already part of culture in Indonesia and they are not safe."

Contribution from tuna industry down

Contributions from the tuna industry in Benoa Harbor to the city have dropped this year due to a shortage of fuel, a fishing association official says.

Kasdi Taman, head of the Indonesian Tuna-Longline Association's Bali branch, said the tuna industry's contribution to the city had dropped to Rp 43 million (US$3,655) this year from Rp 250 million in 2002.

He added tuna fishermen in Benoa had been struggling to find diesel, saying that the Pesanggaran depot in Denpasar could not fulfill fuel demands, thus forcing fishermen to go the Manggis depot in Karangasem for fuel

Udayana alumni to hold debate for political parties

The Udayana University Alumni Association (Ikayana) will host a debate this Friday for political parties and their legislative candidates, in celebration of its 34th anniversary.

Ikayana head I Wayan Wita said the association had invited the top five political parties from the 2004 general election in Bali to attend the panel session of the debate.

These parties are the Golkar Party, the Indonesian Democratic Party of Struggle (PDI-P), the Democratic Party, the Indonesia National Party of Marhaenism (PNI-M) and the Concern for National Functioning Party (PKPB).

Wita said the debate would also include Bali intellectuals and five representatives from the rest of the political parties competing in Bali, with the panel discussion moderated by Anak Agung Oka Wisnumurti, former head of the Bali Elections Commission (KPUD).

"We want these five parties to spell out their main programs in front of intellectuals and other parties and have them defend these programs," Wita said at a press conference Tuesday at Udayana University, Denpasar.

He said the general public would not be able to participate in the debate, though he promised that people would be able to view the debate through an as yet undisclosed channel.

Debate committee head Ida Bagus Putra Yadnya said he had received "enthusiastic" responses from the invited parties, though he declined to say who would show up, since none of the parties had confirmed their participation yet.

However, he was upbeat the five main parties would participate, saying they had prepared papers to defend their programs.

"Besides, it would be a major loss for them if they didn't show up. The public might start thinking that they actually have no programs to contribute to Bali," he said.

When asked whether the university was prepared for a possible clash between party supporters during the debate, Putra said the committee had contacted the Bali Police to provide security during the debate and had barred parties from bringing supporters to the debate.

A total of 4,924 legislative candidates from 36 political parties will contest the coming elections, and up to 30 candidates will vie for seats at the Regional Representative Council (DPD).
